First option is usually related to considerable spendings on hardware and Server software. The other  alternative - by tuning your RDBMS (especially for Oracle Servers), improving database structure and optimizing SQL queries - you may, even on your current hardware, get 10-20 times or an even greater productivity increase! Probably your database just needs several indexes added in certain tables/fields, restructuring of a few SQL queries - and response time will decrease from 2-3 minutes to 7 seconds (a real-life example).
